If you see a message asking for 100 credits to create a cover, you may be using the wrong cover option.
To create your book cover without using credits, use the cover option inside your book project after the manuscript has been generated.
Follow these steps.

Finish generating your manuscript

First, complete the book writing process.
Your manuscript should already be generated before you create the cover this way.

Go to the final step of the book project

After your manuscript is created, go to the final review page of the book project.

This is the page where you review the book before sending it to the Publishing Queue.

Use the cover option on that page

On the final review page, you should see an option to generate a book cover.
Use this option.
This option uses the details from your book to create a suitable cover.

It should not cost you credits when you create the cover from this part of the book project.

If you are already back on the project home page

Go to your project home page.

Click Create Cover.
Scroll down.
Click Generate Full Wrap PDF.
Wait for the cover files to be created.
Then click Back to Project.

Find your cover files

Scroll down on the project page.
You should see the cover files that were created.
Cover Front means the 6 by 9 cover image for the electronic version of your book.
Cover Full Wrap means the print cover with the front, back, and spine.

Add the book to the Publishing Queue

After the cover files are ready, look at the top right side of your screen.
Click Add to Queue.
Then click Publishing Queue to see your book in the queue.

Conclusion
Do not use a separate cover tool if it asks for 100 credits.
Go back to your book project and use the cover option from the final book creation page.
That is the correct route for creating the cover without using credits.
